চেকের মামলা সংক্রান্ত আইন- চেকের মামলা সংক্রান্ত কিছু সহজ বিষয় না জানার কারণে আমাদের অনেক সময় দুর্ভোগ পোহাতে হয়।কেননা চেকের বিষয়ে আইনে স্পষ্ট করে উল্লেখ থাকাতে এর বাইরে কিছু করার থাকেনা।

তাই সময় ও আইন মোতাবেক সঠিক সময়ে ব্যবস্থা না নিলে বেশীরভাগ সময় পাওনাদার এর টাকা পাওয়া হয়ে উঠেনা খুদ্র ভুলের কারণে।তাই চেকের মামালা সংক্রান্ত কিছু তথ্য জেনে রাখা আমাদের সকলের উচিত।

চেকের মেয়াদ এবং অন্যান্য তথ্যঃ

১) একটি চেকের মেয়াদ চেকের গায়ে চেক দাতার দেওয়া উল্লেখিত বা লিখিত তারিখ হতে ৬ মাস পর্যন্ত।তাই উক্ত সময় অতিক্রান্ত হওয়ার পর ব্যাংক গ্রহন না করার কারনে আদালতে Negotiable Instrument Act এর ১৩৮ ধারা অনুযায়ী আর টাকা দাবি করা যায় না।তাই ৬ মাস এর ভিতর চেক এর টাকা তোলার জন্য ব্যাংক এ উপস্থাপন করতে হয়।

২) উপরল্লিখিত নির্দিষ্ট সময়ের ভিতর উপস্থাপনে চেকদাতার একাউনট এ টাকা না থাকলে ডিসঅনার স্লিপ সংগ্রহ করে চেকের টাকা দাবি করে এক মাসের সময় দিয়ে আইনজীবীর মাধ্যমে Negotiable Instrument Act এর ১৩৮ ধারা মোতাবেক টাকা পরিশোধের দাবি জানিয়ে নোটিশ সরবরাহ করতে হয় এবং নোটিশটি ছাড়তে হয় ডিসঅনার হওয়ার ৩০ দিনের মধ্যে।

৩) নোটিশ প্রাপ্তির ৩০ দিন পর মামলার কারন উদ্ভব হয়।মামলার কারন উদ্ভব হওয়ার ১ মাসের মধ্যে একজন ১ম শ্রেণীর ম্যাজিস্ট্রেট বা মেট্রোপলিটন ম্যাজিস্ট্রেট বরাবরে লিখিতভাবে অভিযোগ দায়ের করা যায়।আর নোটিশ গ্রহন না করলে নোটিশ ফেরত আসার তারিখ হতে এক মাসের মধ্যে অভিযোগ দায়ের করা যায়।

৪) চেকের প্রাপক বা দাবিদার এর পক্ষে তার নিজুক্তিও Attorney Holder মামলা করতে পারেন।

৫) অনেকের মনে প্রশ্ন থাকে ডিসঅনার কয়বার করাতে হয়।উত্তরটা হল একবার ডিসঅনার করালে ও মামলা করা যায়।

৬) নোটিশ সরবরাহ না করলে বা নোটিশ জারি না করে চেকের মামলা করা যায় না। নোটিশ রেজিস্ট্রি ডাকযোগে প্রাপ্তি স্বীকারোক্তি সহ জারি করাই উত্তম অথবা জাতীয় পত্রিকায় নোটিশ প্রচার করা যায়…

৭) স্থানীয় অধিক্ষেত্রঃ যে ব্যাংকে চেক উপস্থাপন করা হয় সেই ব্যাংক আদালতের যে স্থানীয় অধিক্ষেত্রে অবস্থিত সেই আদালতে মামলা দায়ের করতে হবে…

৮) যে কোন ধরনের ডিসঅ।নার এর কারনে মামলা দায়ের করা যায়।

৯) কোন কারনে আইনের নির্ধারিত মেয়াদ উত্তীর্ণ হয়ে গেলে প্রতারনার জন্য মামলা করা যায়…

১০)কখনও কোন চেক হারিয়ে গেলে সাথে সাথে নিকটস্থ থানায় জি, ডি দায়ের করে ব্যাংক এর মাধ্যমে চেক স্টপ করাতে হয়।

১১) হারান চেক উদ্ধারের জন্য মামলা করা যায়…

১২) কিছু না লিখে বা টাকার সংখ্যা না লিখে অর্থাৎ খালি চেক কখন কাওকে সরবরাহ করা উচিত নয়।

ওমরাহ ভিসা নিয়ে ভ্রমণ করা যাবে সৌদি আরবের সব শহর

এক মাসের জন্য ওমরাহ পালনে সৌদি আরবে যাওয়া বিদেশী নাগরিকদের জন্য দেশটির সকল শহর ভ্রমণ করার অনুমতি দেয়া হয়েছে। সোমবার এই ঘোষণা দেয়া হয়েছে বলে আল আরাবিয়া টেলিভিশনের এক প্রতিবেদনে বলা হয়েছে।

এর আগে, ওমরাহ ভিসা নিয়ে আসা বিদেশি নাগরিকদের জন্য মক্কা এবং মদীনা ছাড়া অন্য শহরে ভ্রমণে নিষেধাজ্ঞা আরোপ করা ছিল। নতুন এই ঘোষণায় ওমরাহ পালনকারীরা সৌদি আরবের অন্যান্য শহর ঘুরে দেখার সুযোগ পাবেন।

তবে সৌদি আরবের হজ মন্ত্রণালয়ের ওমরাহ বিভাগের সহকারী সচিব আব্দুল আজিজ ওয়াজ্জান বলেন, ৩০ দিনের মধ্যে অন্তত ১৫ দিন ওমরাহ পালনকারীদের প্রধান দুই মসজিদ মক্কা ও মদিনায় অবস্থান করতে হবে।

তিনি আরও জানান, হজের পর নতুন ওমরাহ মৌসুম শুরু হয়েছে। গত সপ্তাহেই ওমরাহ পালনের জন্য ১০ হাজার লোক সৌদি পৌঁছেছেন। গত ৪ দিনে ভিসা দেয়া হয়েছে ৩০ হাজার।

দেশটির পর্যটন খাতে বৈচিত্র্য আনতেই এমন সিদ্ধান্ত নেয়া হয়েছে। তেল পরবর্তী যুগে এই খাতকে প্রস্তুত করতে এ ধরনের গুরুত্বপূর্ণ পদক্ষেপ নেয়া হচ্ছে বলে জানা গেছে।

কিশোররা কী চেয়েছিল আর বুড়োরা কী দিলেন

নিরাপদ সড়কের দাবিতে হাজার হাজার কিশোর-কিশোরী রাস্তায় নেমে এলো। বাংলাদেশে সে এক অভূতপূর্ব দৃশ্য। যেন বাগানের চারাগাছগুলো দলে দলে রাস্তায় নেমে আসছে।

কিন্তু কী চেয়েছিল তারা আর কী পেয়েছে? এই চাওয়া-পাওয়া ও না-পাওয়ার হিসাবের খেরোখাতার ভবিষ্যৎই বা কী? সম্প্রতি ঢাকার কিশোর বিদ্রোহ ও পরবর্তী পরিস্থিতি নিয়ে বিশ্লেষণ করেছেন আবুল হাসান রুবেল

শিরোনামটাকে একেবারে আক্ষরিকভাবে নেওয়ার দরকার নেই। কেননা যারা প্রত্যক্ষভাবে হামলা চালিয়েছিল, তারাও বয়সে অনেকে তরুণই ছিল।

আবার জেগে ওঠা কিশোরদের পক্ষে দাঁড়িয়ে হামলা-মামলা-নির্যাতনের শিকার হয়েছেন অনেক বয়স্করাও। ফলে তারুণ্যকে শুধু বয়স দিয়ে নয়, চিন্তা দিয়েও বুঝতে হবে।

যে কিশোররা রাস্তায় নেমেছিল, তারা এখানকার জীর্ণ, পুরনো অভ্যস্ততাকে ভেঙে ফেলতে চেয়েছিল, ফলে আকাঙ্ক্ষায়ও তারা নবীন, তরুণ, জীবন্ত।

তাদের পক্ষে, তাদের ডাকে সাড়া দিয়ে যে বয়স্করা নেমেছেন, তাঁরাও নতুনের পক্ষে, জীবনের পক্ষেই দাঁড়িয়েছেন। আর আক্রমণকারী তরুণরা নেমেছেন পুরনো, নিপীড়ক ব্যবস্থাকে রক্ষায়, আর ক্ষমতায় অধিষ্ঠিত বয়স্কদের নির্দেশেই।

এই যে হাজারে হাজারে কিশোর স্কুলড্রেস পরে রাস্তায় নেমে এলো, সে এক অভূতপূর্ব দৃশ্য বাংলাদেশে। যেন বাগানের চারা গাছেরা দলে দলে রাস্তায় নেমে আসছে।

কী চেয়েছিল তারা? নিজে নিজে কল্পনা না করে বরং তাদের স্লোগান, কথা থেকেই আসুন জেনে নেওয়ার চেষ্টা করি, তারপর না হয় তার বিশ্লেষণ করার চেষ্টা করা যাবে।

এই আন্দোলনে সবচেয়ে বেশিবার উচ্চারিত দাবি ছিল—নিরাপদ সড়ক চাই, ন্যায়বিচার চাই, ‘উই ওয়ান্ট জাস্টিস’। কিন্তু এখানেই তাদের দাবি, প্রশ্ন, স্লোগান থেমে থাকেনি।

তারা এগুলোকে নানা ভাষায় প্রকাশ করেছে তো বটেই, অন্য নানা বিষয়ও তারা তুলে ধরেছে। তারা স্লোগান দিয়েছে—‘৪৭ বছরের রাষ্ট্র মেরামতের কাজ চলছে, সাময়িক অসুবিধার জন্য দুঃখিত।’ ‘ঘুষখোর পুলিশ চাই না।’

‘জনপ্রতিধিদের অন্তত তিন দিন গণপরিবহনে যাতায়াত করতে হবে।’ ‘গণপরিবহনে যৌন নিপীড়ন প্রতিরোধ চাই।’ ‘যোগাযোগ মন্ত্রণালয়ের গাড়ির লাইসেন্সের ডেট ফেল কেন?’ ‘প্রধানমন্ত্রীর প্রটোকলে গাড়ি আটকান, আমরা গাড়ি আটকাই না।’ ‘ডিজিটাল বাংলাদেশ চাই না, নিরাপদ বাংলাদেশ চাই।’

‘এত জিপিএ ৫ দিয়ে কী হবে, একদিন তো বাসের তলায়ই পড়তে হবে।’ ‘৯ টাকায় ১ জিবি ডাটা নয়, নিরাপদ সড়ক চাই।’ এমনকি তারা প্রশ্ন তুলেছে, ‘প্রধানমন্ত্রী, লাইসেন্স কই?’ আর তাদের এই আন্দোলনের প্রক্রিয়ায়ই রচিত হয়েছে এমন এক স্লোগান, যা হয়ে উঠেছে সময়ের মহত্তম কবিতা— ‘যদি তুমি ভয় পাও, তবে তুমি শেষ যদি তুমি রুখে দাঁড়াও, তুমি বাংলাদেশ।’

আর তারা শুধু স্লোগান তুলেই ক্ষান্ত হয়নি, কাজটা করে দেখিয়ে দিতে চেয়েছে। ওরা রাস্তায় গাড়ির লাইসেন্স চেক করেছে, মন্ত্রীর গাড়ি রাস্তার উল্টো পথ থেকে ঘুরিয়ে সোজা পথে ফিরিয়ে দিয়েছে, পুলিশের গাড়ির লাইসেন্স চেক করেছে। সেলিব্রিটি, নিজের মা-বাবা—কেউই ছাড় পায়নি।

ঢাকার রাস্তায় সারি বাঁধা গাড়ি, ইমার্জেন্সি লেনের বাস্তবায়ন করে দেখিয়েছে। তারা নাগরিকদের মধ্যে ভেদাভেদবিহীনভাবে আইন প্রয়োগের দৃষ্টান্ত তৈরি করেছে। এই আন্দোলনের আরেকটি গুরুত্বপূর্ণ দিক হলো—তাদের এই কার্যক্রম মানুষ কিভাবে গ্রহণ করেছে, সেটি।

বেশির ভাগ ক্ষেত্রেই দেখা গেছে, মানুষ হাসিমুখে তাদের এই কর্তৃত্বকে স্বাগত জানিয়েছে। এমনকি সেনা সদস্যদেরও হাসিমুখে সেটি মেনে নিতে দেখা গেছে।

বহুজন খাবার, পানি নিয়ে এই কিশোরদের সহায়তায় এগিয়ে এসেছেন। অনেককেই দেখেছি গাড়ির লাইসেন্স ঠিক নেই, ডেট শেষ হয়ে গেছে ফিটনেস সার্টিফিকেটের বা এ রকম কোনো কারণে গাড়ি বেরই করেননি, পাছে বাচ্চাগুলোর কাছে লজ্জা পেতে হয়।

অথচ এই আন্দোলনের ওপর আক্রমণ করে, ভয় দেখিয়ে নির্মমভাবে তা বন্ধ করে দেওয়ার পর সরকার পুলিশ সপ্তাহ চালু করে, তাকে আরো এক সপ্তাহ বর্ধিতও করে। তাতে বহুজনকে জরিমানাও করা হয়, কিন্তু এর কোনো কিছুই তেমন কোনো ফল দেয়নি।

যার সরল অর্থ দাঁড়ায়—মানুষ আইন প্রয়োগকারী হিসেবে এই জাগ্রত কিশোরদের যেভাবে ভালোবাসা, সম্মান আর আস্থায় নিয়েছে, তা রাষ্ট্রের আইন প্রয়োগকারী সংস্থা সেই আস্থায় নেয়নি। এই নিষ্পাপ কিশোরদের কাছে লজ্জা পাওয়ার আছে, কিন্তু ঘুষখোর পুলিশকে লজ্জা পাওয়ার কোনো কারণ কি আছে?

আসলে যখন গোটা বাংলাদেশকেই ভয় দেখিয়ে, নানা সুবিধা দিয়ে চুপ করিয়ে রাখা হয়েছে, তখন ভয়কে জয় করা এসব ভয়ভীতি আর সুবিধার বাইরে সমাজের সবচেয়ে নিষ্পাপ অংশই রুখে দাঁড়িয়েছে। জীবনের দাবি নিয়ে, প্রাণের দাবিতে রাস্তায় নেমে এসেছে। হাজারে হাজারে, কাতারে কাতারে।

বাংলাদেশের নতুন সংজ্ঞা দাঁড় করিয়েছে তারা। আমি, তুমি, আমরা যখন রুখে দাঁড়াই—তখন আমরাই বাংলাদেশ। যারা ভয় দেখায়, যারা মেরে ফেলে, মানুষের মৃত্যুতে যারা দাঁত কেলিয়ে হাসে, এটাকে জায়েজ করতে নানা ভেক ধরে, তারা বাংলাদেশ নয়।

এই আন্দোলন আমাদের আশা জাগায়—বাংলাদেশে নতুন একটা ইতিহাস রচিত হতে চলেছে, আর তা এই কিশোরদের হাত ধরে।

ইতিহাস কখনো থামে না, ইতিহাস নিরন্তর বয়ে চলে প্রজন্ম থেকে প্রজন্মান্তরে। স্কুলড্রেস পরে রাস্তায় নেমে আসা এই কিশোররাই ইতিহাসের নতুন কাণ্ডারি। আসলে এগুলোর মাধ্যমে ওরা ওদের বাংলাদেশত্বকেই হাজির করছে।

ক্ষমতাসীনদের ক্ষমতার তলায় যেভাবে এ দেশের মানুষ তাদের নাগরিক অধিকার হারায়, তার অবসান দাবি করেছে কিশোররা। ওরা দাবি তুলেছে ন্যায়বিচারের—‘উই ওয়ান্ট জাস্টিস।’ আসলে দেশের নাগরিক, তার আসল মালিক হিসেবে তার দাবিকে, রাষ্ট্র পরিচালনায় তার অধিকার, তার কর্তাসত্তাকে সে ফেরত চাইছে।

তাদের কর্মকাণ্ডের ভেতর দিয়ে তারা তার প্রকাশ করেছে। আর এই নাগরিক মর্যাদা, তার কর্তাসত্তা থেকে রাষ্ট্র তাকে বঞ্চিত করেছে, করে যাচ্ছে। এই অধিকার ফেরত চাওয়াকে তারা রীতিমতো একটা হুমকি হিসেবে বিবেচনা করে তাদের ওপর আক্রমণ চালিয়েছে।

রাষ্ট্র তার পক্ষপাত খোলাখুলি প্রকাশ করে ফেলেছে আক্রমণকারীদের শাস্তি না দিয়ে, বরং আক্রান্তদেরই গ্রেপ্তার করে। তাদের পক্ষে দাঁড়ানো মানুষদের নানাভাবে হেনস্তা করে।

আলোকচিত্রী শহীদুল আলমকে এখনো গ্রেপ্তার রাখা হয়েছে, ছাত্রনেতা মারুফকেও এখনো ছাড়া হয়নি। আর আন্দোলনের পরই শুরু হয়ে গেছে আন্দোলনকারীদের রাজনৈতিক সংযোগ খোঁজার।

যদিও সেটি পাওয়া যায়নি; কিন্তু গোটা ব্যাপারটার মধ্যেই এমন একটা বার্তা দেওয়ার চেষ্টা করা হয়েছে যে রাজনীতিসংশ্লিষ্টতা নিজে নিজেই একটা বিশাল অপরাধ।

জনগণ সরকারি দল ছাড়া অন্য কোনো দলের সঙ্গে সংশ্লিষ্ট থাকার অধিকার রাখে না। যেন বা রাষ্ট্র হবে রাজনীতিমুক্ত, জনগণের রাজনীতি করার কোনো অধিকার নেই। বিদ্রোহী কিশোরদের ওপর হেলমেট বাহিনী দিয়ে আক্রমণই হলো সঠিক ধারার রাজনীতি, এর বাইরে বাকি সবটা হলো অপরাধ।

এই আন্দোলনে আরেকটি বিশেষ বিষয় ছিল স্লোগানের অভিনবত্ব। এই কিশোররা যে আন্তর্জাতিক নানা সংগ্রাম, চিন্তার নতুন ধারণার সঙ্গে পরিচিত হয়েছেন বা হচ্ছেন—সেটিও এই আন্দোলনের ভেতর দিয়ে প্রকাশিত হয়েছে। ঢাকার রাস্তায় সদ্যঃকৈশোর পেরোনো একজন অ্যানোনিমাস আন্দোলনকারীর দেখা মিলেছে এই আন্দোলনে।

‘তুই আমারে চেনছ’-এর জমিদারি কর্তৃত্বের বিরুদ্ধে অপরিচিত, সাধারণ হওয়ার অধিকার পাওয়ার এই দাবি বিদ্যমান ক্ষমতাকাঠামোকেই প্রশ্নের মধ্যে ফেলে দেয়।

স্বতঃস্ফূর্তভাবে নানামুখী সহজ অথচ অন্তর্ভেদী সব স্লোগান আবিষ্কার করেছে এই কিশোররা। যদিও মোট স্লোগানের তুলনায় তা সংখ্যায় নগণ্য, তবু দেখা যাবে, তারা সেখানে খিস্তিও ব্যবহার করেছে। সেটিকেই বড় করে তুলে এই আন্দোলনকে কালিমালিপ্ত করতে চেয়েছে সরকারি বুদ্ধিজীবীকুল।

অথচ প্রতিনিয়ত যে রাষ্ট্র তাকে বঞ্চিত করে যাচ্ছে, তাকে অবদমিত করে রাখছে, তাকে কাঠামোগত বা সরাসরি খুনের শিকার করছে, তার বিরুদ্ধে তার পুঞ্জীভূত ক্ষোভেরই বহিঃপ্রকাশ ঘটাচ্ছে তারা স্লোগানে স্লোগানে। রাষ্ট্রের ভয় দেখানোর যন্ত্রটাকে তুচ্ছ-তাচ্ছিল্য করতেই তারা গালি ব্যবহার করছে।

যে লাঠির ভয় তাদের দেখানো হয়, তাকে উল্টো ‘ভরে’ দেওয়ার স্লোগান তারা দিয়েছে, যে পুলিশ দিয়ে তাদের মার খাওয়ানো হচ্ছে, তাদের তারা ‘চ্যাটের বাল’ আখ্যা দিচ্ছে। হুমকিকে থোড়াই পরোয়া করার বেপরোয়া সাহসের এই প্রকাশ এত সহজে আর কোনোভাবে করা যেত বলে মনে হয় না।

কিন্তু খেয়াল করে দেখলে দেখা যাবে, এর কোনোটাই অন্যের প্রতি ফ্যাসিস্ট আক্রমণের ভাষা নয়; বরং তার ওপর চলে আসা নির্যাতনের প্রতিবাদমাত্র।

‘একটা-দুইটা শিবির ধর, ধইরা ধইরা জবাই কর’—এর মতো ফ্যাসিস্ট স্লোগান তারা দেয়নি। তারা শুধু রাষ্ট্রের ভয় দেখানোকেই প্রত্যাখ্যান করেনি, তথাকথিত উন্নয়নের চটককেও প্রত্যাখ্যান করেছে।

আবার এই ছাত্ররাই ধানমণ্ডিতে রাস্তার কাচ পরিষ্কার করেছে, যাতে পথচারীরা আহত না হয়। সায়েন্সল্যাবে তাদের বাধা দিতে আসা পুলিশদের সবাইকে ফুল দিয়ে বরণ করে সহনশীলতার প্রকাশ ঘটিয়ে তাদের হতবুদ্ধি করে দিয়েছে।

তারা ঢাকা শহরের পরিবহন নিয়ে যেসব প্রস্তাব দিয়েছে, সমাধান হাজির করেছে, তার আলোকে ঢাকার যানজট ও পরিবহন সমস্যারও সমাধান সম্ভব।

অর্থাৎ এই আন্দোলনের মেসেজটা পরিষ্কার। নিজের অবদমন, আর ভয়কে জয় করো, জীবনের পক্ষে, মানুষের পক্ষে, ভালোবাসা নিয়ে দাঁড়াও। ঢাকঢোল পেটানো উন্নয়নের চেয়ে জীবন গুরুত্বপূর্ণ।

রাষ্ট্র পরিচালনায় জনগণের অংশগ্রহণের অধিকার হরণ চলবে না। আমি, আপনি, আমরাই বাংলাদেশ, আমরাই ঠিক করব এ দেশ কিভাবে চলবে। সে জন্য রাস্তায় নামতে হবে, সক্রিয় হতে হবে।

আর এই পথটা আসলে বাংলাদেশের মুক্তিযুদ্ধের পথ, তার ঘোষণার অঙ্গীকার। এই পথ গোটা বাংলাদেশের সামনে স্পষ্ট করেছে এই কিশোররা, তারা এই পথের দিশারি।

বুড়োরা ভয় পায়, তাই ভয় দেখায় এবং সেই ভয় সবার মধ্যে ছড়িয়ে দিতে চায়। কিন্তু শত শত পুলিশের সামনে একজন বুক চিতিয়ে দাঁড়ানো কিশোর আমাদের সাহস জোগায়।

আর জনতার শক্তি একত্র হলে একটা ব্যবস্থা প্রতিষ্ঠা করা সড়কে যেমন সম্ভব, গোটা দেশেও সম্ভব—সেই আস্থা জোগায় সবার মনে। আজ তারা গাড়ির লাইসেন্স চেক করছে, আর গোটা বাংলাদেশকে আহ্বান জানাচ্ছে দেশ পরিচালনার লাইসেন্স চেক করার।

বড়রা তাতে ব্যর্থ হলে আজ না হোক কাল এই কিশোররাই তা করে দেখাবে। আজকের এই লড়াই তাদের ভেতর একটা দীর্ঘস্থায়ী ছাপ রেখে যাবে নিঃসন্দেহেই। একটা আপাতপরাজয় নতুন বিজয়ের পথ তৈরি করবে। জেগে ওঠা কিশোর, তরুণদের অভিনন্দন। তারাই বাংলাদেশের ভবিষ্যৎ।

এক সড়ক দুর্ঘটনায় ৩ মন্ত্রী বরখাস্ত

৩১ আগস্ট  সড়ক দুর্ঘটনায় ১৭ জন নিহত হওয়ার ঘটনায় বুলগেরিয়ার তিন মন্ত্রীকে বরখাস্ত করেছেন দেশটির প্রধানমন্ত্রী বয়কো বরিসভ। দেশটির পরিবহনমন্ত্রী, স্বরাষ্ট্র এবং আঞ্চলিক উন্নয়নবিষয়ক এই তিন মন্ত্রীকে বরখাস্ত করা হয়েছে।

শুক্রবার বয়কো বরিসভ বলেছেন, সড়ক দুর্ঘটনায় নিহতের জন্য রাজনীতিবিদদের দায় নিতে হবে।

এ দায় নিয়ে পরিবহনমন্ত্রী ইভালো মস্কোস্কি, আঞ্চলিক উন্নয়নমন্ত্রী নিকোলায় নানকভ এবং স্বরাষ্ট্রমন্ত্রী ভ্যালেন্টিন রাডভের পদত্যাগের দাবি জানান দেশটির প্রধানমন্ত্রী।

এরপর প্রধানমন্ত্রীর এই দাবিতে সারা দিয়ে এক সংবাদ সম্মেলন করে তিন মন্ত্রী তাদের পদত্যাগের কথা জানান।

গত শনিবার দেশটির উত্তরপশ্চিমে একটি শহরে বাস দুর্ঘটনায় ১৭ জন নিহত হন। এতে আহত হন আরও ২০ জন। দেশটির রাজধানী সোফিয়া থেকে মাত্র ৮০ কিলোমিটার উত্তরে সভজে শহরে এই দুর্ঘটনা ঘটে।

এই নিহতের ঘটনার পর থেকে শহরটিতে শতশত মানুষ আন্দোলন করে আসছিলেন। তারা দাবি করেন, দেশের সড়ক বিভাগকে ঢেলে সাজাতে হবে।

নির্বাচনের আগে চাকরি থেকে অবসরের বয়স বাড়ছে না: অর্থমন্ত্রী

অর্থমন্ত্রী আবুল মাল আবদুল মুহিত বলেছেন, আমার ধারণা নির্বাচনকালীন সরকার অক্টোবর মাসে হবে। কারণ ডিসেম্বরে জাতীয় নির্বাচন অনুষ্ঠিত হবে। আর নির্বাচনকালীন সরকার তিন মাস আগে হতে হয়। সেজন্য অক্টোবরের মাঝামাঝি এই অন্তর্বর্তীকালীন সরকার গঠন করা হতে পারে।

বুধবার সচিবালয়ে সরকারি ক্রয় সংক্রান্ত মন্ত্রিসভা কমিটির বৈঠক শেষে সাংবাদিকদের বিভিন্ন প্রশ্নের জবাবে অর্থমন্ত্রী এ মন্তব্য করেন। নির্বাচনকালীন সরকারের সদস্য সংখ্যা কত হবে জানতে চাইলে অর্থমন্ত্রী বলেন, আমার ধারণা নেই। অন্তর্বর্তী সরকারে থাকবেন কি না জানতে চাইলে তিনি বলেন, সম্ভবত থাকবো।

সরকারি চাকরিতে অবসরের বয়স সীমা বাড়ছে কি না, এ বিষয়ে জানতে চাইলে অর্থমন্ত্রী বলেন, অবসরের বয়স বাড়ানোর পরিকল্পনা আমার ছিল। আমি প্রস্তাবও দিয়েছিলাম, কিন্তু হয়নি। তবে আমার মনে হয় নির্বাচনের আগে কোনো পরিবর্তন হবে না।
চাকরিতে প্রবেশের বয়স বাড়িয়ে ৩২ করা হচ্ছে এমন বিষয়ে জানতে চাইলে অর্থমন্ত্রী বলেন, আমি জানি না। তবে চাকরির বয়স বেশি হলে আমার আপত্তি নেই। আমার মতে চাকরি হওয়া উচিত চুক্তি ভিত্তিক, যেমন দশ বা পনেরো বছরের জন্য। এটা যেকোন বয়সে হতে পারে।

বাংলাদেশ ব্যাংকের চুরি যাওয়া রিজার্ভের অর্থ ফেরতের বিষয়ে অগ্রগতি জানতে চাইলে তিনি বলেন, এ বিষয়ে ফিলিপাইনের ব্যাংকের বিরূদ্ধে এখনো মামলা হয়নি। বাংলাদেশ ব্যাংক এটা নিয়ে কাজ করছে। তারা একজন আইনজীবী নিয়োগ দিয়েছে। মামলাটা হবে নিউইয়র্কে। ফেডারেল রিজার্ভ ব্যাংক এটার পার্টি হবে। পদক সম্পর্কিত এক প্রশ্নের জবাবে তিনি বলেন, পদকের সোনা নিয়ে যে সমস্যা ছিল তা বহু আগেই সমাধান হয়েছে। এটা অনেক আগের ব্যাপার।

সংসদ নির্বাচনে ইভিএম রাখার পক্ষে ইসি

ঢাকা: আগামী একাদশ সংসদ নির্বাচনে ইলেকট্রনিক ভোটিং মেশিন (ইভিএম) যুক্ত করার পক্ষে নীতিগত সিদ্ধান্ত নিয়েছে নির্বাচন কমিশন (ইসি)।

বৃহস্পতিবার (৩০ আগস্ট) নির্বাচন কমিশন সচিবালয়ে নির্বাচন ভবনে নির্বাচনী আইন গণপ্রতিনিধিত্ব অধ্যাদেশ (আরপিও) সংশোধন নিয়ে বৈঠকের পর প্রধান নির্বাচন কমিশনার কেএম নূরুল হুদা সাংবাদিকদের এ তথ্য জানান।

ইসি’র এই সিদ্ধান্ত আইন মন্ত্রণালয়ে পাঠানো হবে। এরপর আইন মন্ত্রণালয় বিষয়টি নিয়ে আলোচনা করে সংসদে পাস করলে আগামী নির্বাচনে ইভিএম ব্যবহারের প্রক্রিয়া শুরু হবে।

এদিকে আগামী ৯ সেপ্টেম্বর দশম জাতীয় সংসদের বিদায়ী অধিবেশন শুরু হতে যাচ্ছে। এই অধিবেশনেই আরপিও সংশোধন বিষয় সম্বলিত বিধান পাস হতে পারে।

নূরুল হুদা বলেন, আরপিও সংশোধন নিয়ে সভা শেষ করেছি। আমরা সভায় আরপিও-১৯৭২ এর উপর কিছুটা সংশোধনীর সিদ্ধান্ত গ্রহণ করেছি। আমাদের সংশোধনীমূলক সিদ্ধান্তগুলো অল্প দিনের মধ্যেই আইন মন্ত্রণালয়ে পাঠানো হবে। আইন মন্ত্রণালয় যদি আমাদের সিদ্ধান্তের সঙ্গে একমত থাকেন তাহলে সেটা সংসদে গিয়ে সব প্রক্রিয়া শেষ করে আমাদের কাছে আসবে।

তিনি বলেন, আমরা সংসদ নির্বাচনে ইভিএম প্রবর্তনের সিদ্ধান্ত নিয়েছি। যেভাবে স্থানীয় সরকার নির্বাচনগুলোতে ইভিএম ব্যবহার হয়েছে, ঠিক তেমনি সংসদ নির্বাচনে ইভিএম ব্যবহার করার ক্ষেত্র তৈরি করেছি। তবে আগামী নির্বাচনেই ইভিএম ব্যবহার হবে এমন সিদ্ধান্ত আমরা দিতে পারি না। আইন যেভাবে বলবে সেভাবেই হবে। যেহেতু সংসদ নির্বাচনে ইভিএম ব্যবহারের আইন নেই, তাই যদি ইভিএম ব্যবহারের প্রশ্ন আসে তথন তো আইনে না থাকায় ব্যবহার করতে পারবো না। তাই আইন সংশোধন করে ইভিএম ব্যবহারের প্রস্তুতি নিচ্ছি। এজন্য আমরা ইভিএম নিয়ে একটি প্রদর্শনমূলক ব্যবস্থা রাখব, যেখানে সব স্টেক হোল্ডারদের ডাকা হবে। তাদের দেখানো হবে ইভিএম ব্যবহারের সুবিধা এবং কিভাবে ইভিএম ব্যবহার করা হবে।

তিনি বলেন, স্থানীয় সরকার নির্বাচনগুলোতে ইভিএম ব্যবহারে ভালো ফল পেয়েছি। সে কারণেই জাতীয় নির্বাচনে ব্যবহারের প্রেক্ষাপট তৈরির ব্যবস্থা নিয়েছি। আইনগতভাবে প্রস্তুতি নেওয়া হচ্ছে।

নির্বাচন কমিশনার মাহবুব তালুকদারের দ্বিমত প্রসঙ্গে প্রধান নির্বাচন কমিশনার বলেন, একজন কমিশনার দ্বিমত পোষণ করতেই পারেন। এখানে সম্পুর্ণ গণতান্ত্রিক পদ্ধতিতে সিদ্ধান্ত নেওয়া হয়েছে। অন্য কমিশনারদের বলেছি, ইভিএম নিয়ে আলোচনা হবে আপনাদের মত আছে কি না। তারা বলেছেন না, এটা ভালো সিদ্ধান্ত, আমরা আলোচনা করতে চাই। তাই অন্যরা সম্মত ছিলেন বলেই সিদ্ধান্ত হয়েছে। অন্যরা দ্বিমত করলে হতো না।

বৈঠকে আগামী নির্বাচনে সেনা মোতায়েনের বিষয়ে কোনো আলোচনা হয়নি বলেও জানান তিনি। নির্বাচন কমিশনের প্রতি অনাস্থা সৃষ্টি হওয়ারও কোনো পরিবেশ দেখছেন না তিনি।

Okay, these are some methods to backup PS2 titles and Xbox titles, in order to play a backup you need a modchip of some sort, I have also included a tutorial on boot methods. Follow any one of these instructions to fit your needs. You can tell what format the PS2 title is by looking at the written side of the disc, DVD's are Silver and CD's are Purple. The DVD backup methods here consist of reading the image to the hard drive then burning it to the media for an easier backup, this depends on your hardware and it?s setup. I say that because the proper setup would be to have the Reader and Writer on separate IDE cables. This allows no cross information when doing Disc to Disc/On the fly copying. But, since most people would not know how to check or fix this, I suggest reading the image to your Hard Drive and then burning from there. *A little useful trick*, If the DVD backup "image" is small enough in size you can fit it onto a CD-R (80 minute or larger if need be) instead of using a more expensive DVD-R. I have done this succesfully using Prassi and the first tutorial for it below. In addition a DVD Movie backup will play on a PS2/Xbox without a chip. As I get more info I will update.

Using CloneCD (v4.x.xx) for PS1/PS2

1. Start CloneCD
2. Select "Copy CD"
3. Select your Reader, press Next
4. Select "Game CD", press Next
5. Select/Deselect your options here (on the fly, cue or delete) then press Next
6. Select your Writer, press Next
7. Select your burn speed and "Game CD"
8. Press "OK" to begin


Using Alcohol 120% for PS1/PS2

1. Start Alcohol 120%
2. Select ?Copy Wizard?
3. Select your Reader & Read Speed

1. Start Primo
2. Select "go to full application"
3. Right Click the drive that has your original in it
4. Select "build global image" and choose a path for the image (preferably on an NTFS opsys)
5. After the image is extracted go to next step
6. Choose the 3rd disc icon from the left *or* click file, new job, Global/Other Image
7. Then just burn the .gi (global image) of the game


This next way has one less step which saves some time because once you press record it does everything by itself (if you have a DVD reader and DVD Writer)

2. Use the "PrimoDVD Starter" (it's easier, and less confusing)
3. Choose "disc copy"
4. Select your Reader and Also your Writer
5. Select "make a temp image on HD..."
6. Select your burn speed and then record to begin

1. Start Nero, Use the Wizard (for easy use)
2. Select "DVD" then select Next
3. Select "Copy a DVD" then select Next
4. Select your source drive
5. Check OFF "copy on the fly" then select next
6. Select your write speed
7. Select either "Test", "Test and Burn" or "Burn"
8. Press "Burn" to begin

This next way is without the Wizard

1. Start Nero, and select "File" then "New..."
2. On upper left side of the window from the drop down menu select "DVD"
3. Select "DVD Copy" Icon
4. Select "Copy options" tab
5. Check OFF "copy on the fly"
6. Select source drive and read speed
7. If needed Select "Image" tab to choose image directory and select/deselect "delete image..."

Xbox original games are burned from the outside in. The only way to backup a title is to have a modchip like X-exuter (best), Enigma, or Xodus/Matrix. You also have to flash the bios and have a CD program inserted or installed into the X-Box named EVO-X (this allows you to assign the X-Box an IP address). The game has to be stored on the X-Box's HD, this allows you to file transfer the title to your PC using an ftp program like FlaxhFXP (best) or similar. From there you use a burning application to make the backup. Some applications allows you to "drag & drop" right from the Xbox or you can build an ISO of the image then burn to CD-R/W or DVD-R/W backup. (I will update this to show steps as soon as I have a minute)
